Deuteronomy 11:18 -- “Therefore you shall lay up these words of mine in your heart and in your soul, and bind them as a sign on your hand, and they shall be as frontlets between your eyes.”
Exodus 13:9.16 -- 6 “It shall be a sign to you on your hand and as a memorial between your eyes, that the LORD’s law may be in your mouth; for with a strong hand the Lord has brought you out of Egypt. … 16 It shall be as a sign on your hand and as frontlets between your eyes, for by strength of hand the LORD brought us out of Egypt.”
This commandment is not obligatory upon women (Exodus 13: 9). “Great is the sanctity of the Tefillin! For as long as the Tefillin (phylacteries) are upon his head and his arm, a man is meek and in fear of heaven, being drawn neither into laughter nor into idle talk – shunning all thoughts of evil, and rather directing his heart unto words of truth and righteousness.”* * Mishneh Torah, Ahabah, Hilchoth Tefillin, IV, 25
