The fulfillment of the preceding commandment devolves upon the general, whereas the duty prescribed in this commandment rests upon each individual member of the army. It is for this reason that Maimonides counts the two as distinct commandments. The author of the Sefer Mitzvoth Hagadol, however, counts them as only one. |
