The Sharia of Moses in the TORA
Part 1 - The 248 Positive Commandments of the Tora

131 - THE AVOWAL OF THE TITHE

Deuteronomy 26:13 -- “Then you shall say before the LORD your God: 'I have removed the holy tithe from my house, and also have given them to the Levite, the stranger, the fatherless, and the widow, according to all Your commandments which You have commanded me; I have not transgressed Your commandments, nor have I forgotten them.”

The avowal referred to in this commandment was recited at the time of the Afternoon Offering on the last day of Passover, in the fourth and seventh years of the Sabbatical cycle. It could be recited in any language. The recital was, if possible, to take place in the temple, although if performed elsewhere it was considered valid.*
