All things devoted in general terms belong to the priest. Leviticus 27:21 -- “But the field, when it is released in the Jubilee, shall be holy to the LORD, as a devoted field; it shall be the possession of the priest.”
Things devoted to the priests cannot be redeemed, and like the heave-offering must be given to them. Things devoted to the temple can be redeemed for their full value, the redemption-money then belonging to the temple treasury, and the things redeemed may be used for any secular purpose.* * Mishneh Torah, Haphlaah, Hilchoth Arakin Ve-Charamin VII, 4
