182 - ESTABLISHING SIX CITIES OF REFUGE

Deuteronomy 19:3 -- “You shall prepare roads for yourself, and divide into three parts the territory of your land which the LORD your God is giving you to inherit, that any manslayer may flee there.”

The forty-two cities given to the Levites extended the right of asylum to manslayers independently of the six cities of refuge. But while asylum was enjoyed by a refugee manslayer in any of the six cities of refuge, regardless of whether or not his flight originally had been in quest of such asylum, the forty-two cities of the Levites offered asylum only where he had come with the avowed purpose of obtaining it there. The refugee was exempt from all payment of rent anywhere within the six cities of refuge, but enjoyed no such exemption in the forty-two cities of the Levites.*
