In order to come to an understanding of these three diverse verses it is important to note their respective contexts, which you find printed in GREEN below:

Sura al-Baqara 2:37-- (Preceded by verse 36: After Satan humiliated Adam and his wife, Allah commanded them to descend from the (Jannah) Garden and to become each other's enemy.) “37 Then Adam received from his Lord words, and he (i.e. Allah) repented unto him (i.e. pardoned him). (Truly) he (i.e. Allah) (is) the (thoroughly) repentant (one) (al-tawwaab), the merciful (one).” (Followed by verse 38: Allah commanded everybody to descend from the (Jannah) Garden and to possibly expect right guidance from him.) ---- Here Adam receives words from his Lord and is pardoned by him AFTER Allah commanded him and his wife to descend from the Garden.
Sura al-A'raf 7:23 -- (Preceded by verse 22: Adam and his wife, were misled by Satan, ate from the tree that Allah had forbidden them, after which they had to hide their private parts.) “23 Both of them (i.e. Adam and his wife) said, ‘Our Lord, we have done evil to ourselves, and if you do not forgive us and have mercy upon us, we will (surely) be among the losers.’ ” (Followed by verse 24: Allah commanded Adam and his wife to descend from the (Jannah) Garden and to become each other's enemy.) ---- Here Adam and his wife acknowledged the evil they had done and hoped for Allah's forgiveness and mercy BEFORE Allah commanded them to descend from the Garden.
Sura Ta Ha 20:122 -- (Preceded by verse 121: Adam and his wife ate from a mighty tree, pointed out to them by Satan, after which they had to hide their private parts.) “122 Then his Lord elected him (i.e. Adam). So, he (i.e. Allah) repented unto him (i.e. pardoned him) and guided (him well).” (Followed by verse 123: Allah commanded Adam and his wife to descend from the (Jannah) Garden and to become each other's enemy.) ---- Here Adam is elected and pardoned and guided by Allah BEFORE Allah commanded him and his wife to descend from the Garden.
