By this prohibition, it is forbidden to curse a judge.* * Exodus 22:28. Elohim implies both God and judges, and the verse thus prohibits both reviling judges and blasphemy
Speaking of the commandments for the transgression of which one is not punished even by whipping, Maimonides says: “Prohibitions of this kind are all those that involve no act. But there are the following exceptions: (First,) swearing falsely, because it is gross neglect of man’s duty… (Secondly,) changing an animal devoted to the Sanctuary for another… (Thirdly,) cursing a person by the name of God, because many dread the effect of a curse more than bodily harm.”* * Moreh Nebuchim III, 41
